This hat is Silk Vienne Velour "Merri Soie" The feathers came from another hat that had to be reworked by Ms Mattie Dean due to an altercation with a little dog.

I have to come clean with the story. When Granny originally bought the hat, the entire crown was covered in feathers. Alas, the dog attacked the hat one afternoon, so Ms Dean reworked the feathers in this hat, and added the few that were recovered to the Tan Silk Fedora to the left.
